PHOENIX, Ariz.—The Ninth Circuit Court of Appeals has ordered Maricopa County Sheriff Joe Arpaio to put an end to "unconstitutional practices" that put the lives of detainees at risk, reports Spanish news service EFE. On Wednesday, the court ruled that Arpaio must stop the "severe overcrowding" at five of eight county detention centers. He must also ensure that all detainees receive the medical and mental health care they need, including continuous access to medications prescribed by a doctor at the detention center. In addition, detainees must have access to bathrooms, toilet paper, soap, and a proper diet.
