SAN FRANCISCO -- One in four California households with children reported food hardship, according to a new analysis of Gallup data released last Thursday by the Food Research and Action Center (FRAC).

“It’s disturbing, but not surprising,” said Kelly Hardy, director of health policy at Children Now.

The report analyzed data gathered as part of the Gallup-Healthways Well-Being Index project’s responses to the question: “Have there been times in the past 12 months when you did not have enough money to buy food that you or your family needed?”

“It sends a clear signal of economic distress, particularly for families with children,” noted James Weill, president of FRAC. “The answers to the question reveal there are times that these families are going without eating a meal, or the parents are skipping a meal for their children, or children are skipping meals.”

California had the second highest number of metropolitan areas with rates of food hardship in households with children in 2009-2010, according to the report.

According to Kidsdata.org, a project of the Lucile Packard Foundation for Children’s Health, which tracks the health and well being of children in communities across the nation, 68.6 percent of students in schools in Fresno County and 65.6 percent in Los Angeles County were eligible to receive free or reduced-price meals in 2010.

But sadly, “California has one of the worst records of enrolling those eligible in federal food programs,” said Weill – an assertion borne out by a report by the California Food Policy Advocates, which talks about the dismal enrolment in CalFresh, the federal food program in the state. The finger-imaging requirement discourages many from participating in the program, the report says.

According to the FRAC’s findings, California has four of the top 20 metropolitan areas in the nation facing food hardship. Fresno ranked fifth (32.6 percent) nationwide among large metropolitan cities in households with children facing food hardship. The Riverside-San Bernadino-Ontario area ranked eigth (30.4 percent), the Bakersfield area ranked 11th (29.5 percent), and the Los Angeles-Long Beach-Santa Ana area ranked 18th (28.3 percent).

And, according to Kidsdata.org, 59 percent and 62.3 percent of children living in the Fresno and Los Angeles County, respectively, are Latino.

Children’s healthcare advocates worry about the consequences of a lack of access to nutritious food.

“It will lead to development and health issues which affect performance in school,” Hardy said. “A lack of nutritious food can also lead to poor oral health, which has been shown to lead to heart disease.”

Kelly noted that there is a connection between food deserts -- areas where there is a lack of easy access to affordable nutritious food – and obesity. These areas are often found in the inner-cities or rural areas such as Fresno and are often the cause for poor nutrition choices, she said.

California Association of Food Banks policy director Eric Manke worries that the newly setup federal Joint Select Committee on Deficit Reduction, also known as the “Super Committee,” set up to further reduce federal spending by $1.5 trillion, might target federal food programs.

The Super Committee is set to hold its first meeting when Congress returns to Washington after its August recess. The California Association of Food Banks, along with FRAC and other non-profit food organizations, is urging Congress and the Super Committee to protect food programs for the low-income population.

“Our goal is to make sure they don’t target the federal food programs,” said Manke, noting, “Folks in Congress must understand that there is a great deal of need for these type of programs, and this is the opposite time to think about cutting programs that serve those with the most need.”

Calif is distressed by many things. Immigrants and illegals being one of the worst problems. There are well over 100 different languages that must be taught because Calif doesn't have a uniform language code that all teachers must teach by. If these students can't be taught due to inability to communicate, they will be forced into low paying jobs for their lives which is usually much better than where they came from but not up to American standards. It seems to me that a child must know how to speak english prior to going to school and that the parents are financially responsible for making sure this happens. Calif, like the USA, cannot take on the problems of the world.

Perhaps these families should have some sort of birth control so that they will have smaller families like those who pay taxes do. It doesn't take a genius to see that if you make min wage and it cost $250,000 to raise a child, that 1 child (at most) is the best way to go. Californians can't afford to supply food for that many people much longer. Where will these people go? To Mexico? Additional funds for future children? Impossible! We need a law that allows Calif. to get out from under the burden of paying benefits for so many illegals. If you haven't been working and have paid into the welfare system, you should get nothing and never more than you put in.

Not enough money for food? How many of these families were surveyed to revel if they have cars, cable TV (with showtime), DVD players, cell phones, land phones, computers plus internet. That stat should always accompany the hunger survey. Give the full picture, not a snapshot that skews in favor of the desired results. These surveys are slanted so that more money will be granted by the government to America's so called impoverished. These results are bloated like our overweight population.

My father never even received any SS but my mom did, but they paid way more into it than they ever got before they died. The assumption that it is Mexicans that are not feeding their children is ridiculous. There are many US born welfare moms out there who are walking around with cell phones and manicures and are paying for their Starbucks and high end groceries with their EBT cards. I'm a vegan and I spend less than $1 per day usually on food. This study is a bunch of crap. If you eat meat and dairy you'll go broke and get sick as well. If people ate healthy, they would spend way less.

Housing and basic insurance coverage take more than 3/4 of our combined income and rising medical bills take the rest. We've already had to declare Chapter 13, don't have credit cards and live paycheck to paycheck. According to federal guidelines we are supposedly rich. Lawmakers and district reps need to take a serious look at their constituancies and see where paychecks are going. Out of control utility prices, a monopoly and collusion of carriers in the cell phone market keeping prices excessively high, absurd health insurance costs (which Obamacare made worse), inflated oil prices based on unregulated speculation practices, increased state and local taxes, record unemployment and inflation. Really, is it a wonder that average people can't afford basic necessities? And its not just those one welfare, people. This is happening to the vanishing middle class, which is really just a label for the "working" poor.

People must learn to stretch a buck a little in times like these. Medical evidence strongly supports that the typical American Diet is the leading cause of obesity and other health related problems. The sad facts is Asian and other cultures are healthier and live longer.
More Grains, Noodles, Rice, Beans, Other forms of Pasta. Meat 3 nights a week instead of 7. On alternating nighs get your protiens from Nuts, Tofu, and other high protien vegan foods. Jazz up your dishes with spices and sauces that are easy to prepare and easy to store. You would be amazed by how much money can be saved.

Working in the field of giving food stamps cash aid and medical..its amazing to see women with nails done weekly and yet they complain of no money and I would like to know what is considered needed food???? "Have there been times in the past 12 months when you did not have enough money to buy food that you or your family needed?” Some think they need to eat out instead of cooking. Ive seen too many "I dont have" comments when they are spending money/food stamps on other things beside food.

Any Californian knows that when you go to a Food 4 Less you'll have to wait in line behind at least one mexican who's most likely illegal since they don't know a word of english. They'll have nice new clothes on and most likely will be talking on a cellphone. When they get to the front of the line they'll stand there looking lost until they call up a translator, they talk for a minute and then the mexican pulls out their wic and ebt cards. The translator spends a few minutes helping them fill out the coupons for their 10 gallons of milk and juice and 10 boxes of cereal and tons of fruit and vegetables. You'll strangely notice that they have a divider in between their wic food and another pile of food that has steak and cake and everything that normal Californians can't afford anymore. After they pay with their wic and ebt for the first transaction they'll pull out a wad of money to pay for the second. This is your typical Californian on welfare...I know because my mother is a social worker.

I shop at Foodmaxx. Seems like every other customer is on food stamps. Many of the carts are full of milk and cap'n crunch, pop tarts, lunchables and soda. This is disgusting. Send these people 50lbs of beans, 50 lbs of rice, complete multivitamins with minerals, and enough stamps to specifically buy fresh vegetables and fruit. The government could feed the family well on half of what the spend now. If they want flavor and worse nutrition, they can stand at the intersection with a cardboard sign.

How can this be? California is most liberal and democrat for years.
Plus we we tons of debt annually and billions owed on the books.
California is rich mismanaged state and parts act like a 3rd world nation.
But people in this state continue to vote the same way thinking something will be different...isn't that kind of dumb.

Our family has definitely experienced this: my husband looks endlessly for a job, and takes odd jobs here and there, but if he can't get one for a while, we rely on my income. And rent, utilities and food are all we spend money on. No cars, no cell phones, no vacations or frills. Library, playgrounds and friends houses are my kids entertainment.
And yet, there are several days a month where I or my husband go with a meal. Or I call and try to get an extension with PG&E so I can buy a loaf of bread and some peanut butter.
Many of our friends (who are all at least 4th generation Americans, btw: one of them, like me, has Mayflower ancestry) are getting food stamps for their families. we have chosen not to do so, so far, mainly because of the difficulty and requirements of physically getting to the office on public transit.

There are so many illegals in this state who get here and then depend on our welfare system to feed them then we are taxed to end. Don't know what to say expect illegals will eventually own this state and the good people who have lived here all their lives will leave. It makes me sick that what once was a state everyone wanted to live in or visit now is one that is laughed at.

Capitalism seems to provide the most good for the most people, but in many respects it fails. These hungry people must apply to the government for aid, or watch their families go hungry. The government needs to pay for an increasing number of needy, but the capitalists use their power and influence to prevent further taxation. Deficit spending grows, and the capitalist accuse government of having failed, when it is actually the capitalist system that has failed the people.

Thanks to the democrats who controll the state. Now they will ask for more taxes as a result of this report. Instead of shedding bloated payroll parasites like firemen and policemen who make over 250K a year and more than that in persions. Way to go Kalifornia.

I am single parent who at times has not eating so my kids can have enough. It's tough when I have not had a pay increase in over ten years. I have asked my employer several times for a pay increase but was always told that they could not afford to give anyone any increase. We even went on pay reductions when buisness was at it worst. Lucky for me I have a sister that helped me thru this time. It's even harder when you have to buy school supplies and clothes.

I have been an nurse for over three decades and never saw hungry kids like in Asia/africa but tons and tons of drug addict, smoking, obese, alcoholic parents who don't give a rats ass about thier kids only the free stuff they get the sell their food vouchers/and have all sorts of drama. They teach their kids to be lazy, poor learning skills in school. Very lazy and want everything handed to them. My mom in the 1960's raised five kids no welfare but we ate a lot of soup made with a bone and old veggies bought in back of the store but it filled our stomachs, day old bread, and the best one can of tuna and peas to make cream tuna for seven people over day old bread, we had great cassaroles, and only meat on Sundays and the left overs soup, sandwhiches and then Peanut Butter and jelly. Older Fruit made into smoothies with whatever mom had. Lots of cooked oatmeal sometimes with milk sometimes without. My moms life was hard but she didn't do drugs, smoke, or drink very lucky. If we got low on food we'd have to go to parks and collect pop bottles and she would always buy us an ice cream or White Castles hamburger with a trunk full of bottle brought in 12.00 dollars in 1962 in inner city Detroit. We never felt poor and maybe had to miss a meal now and them but there was always leaves need to be raked, or snow to be shovels that someone would pay 50 cents or a dollar for a kid to do. So I don't believe there is hunger just people want hand outs from the government. Oh we also were taught to share our food if we knew on the the neighbor kids were hungry mom always had a bowl of soup/bread/water no one ever complained just always thanks us for sharing. Oh and in the summer mom always made us put in a garden too. We always had great food and watermelon too in the summer it was great. Today my kids know how to do gardens/soup and shop in the reduced isle of Safeway the meat is 50% off and know what to do with bones for soups.

Well, one must not fail to mention that "households" here do include illegal immigrants. So, the question is not only about deploring poverty, but about are they entitled to state's welfare programs. They come poor, and they remain poor. We should tell those who want to cross borders and come here, their lives won't improve.

Uhm Jerry Brown just became Governor of a State that was put into crisis years ago. This makes perfect sense because housing prices keep going up. Than we were faced with a lot of late twenty somethings and thirty years olds who knew the housing market was inflated but bought homes anyways. If they didn't foreign investors would have. So they set themselves up for the fall. Brokers and appraisers knew these families were going to fail to meet their obligation but hey, who doesn't want to sell the American Dream even if you know it is a trap that will probably destroy good families in the years to come. Arnold had no hold on our State and no loyalty, He didn't earn it. He just wanted some respect and all he got was a pie in the face. His ego got the best of him and he allowed the Republicans to simply ruin and gouge the people here. Talk is cheap. It will take a lot to turn this State back into the thriving place it once was. No magic wands or spells will do it. What this article is here to point out is that our food programs are out there and please make use of them. Don't make your families suffer more because we all know, so many families are in crisis. Pride comes before the fall. Don't make your children suffer. The good people here will understand. It takes time to rebuild your life once everything has fallen apart. When you are forced to take odd jobs and no raise is in sight. Please, take advantage of these programs and feed your kids. They need you to, to be healthy so that you can build a life for them as well. Great article and I hope it reaches some of the people who need to change their life strategy so that their families can make it through these hard times out here.

There is plenty of money in America to feed us all. The problem is that the money is in the wrong hands. The redistribution of wealth in the US from the working and middle class to the top 1-2% of the population is the real reason more people can't feed their families. I'm not including the people who breed like rats and then expect us to bail them out. Yes, there are plenty of those irresponsible spongers, but there are hard working people who have been robbed of jobs by cheap illegal labor and outsourcing of jobs. Those are the American people I don't mind helping.

Finger-imaging, Great Goddess Bridget. I testify from personal experience that the finger-imaging can't tell my thumb from my kitten's paw.

A quick and easy solution, which SOME stores are finally (quietly) agreeing to, is to put the fruits and vegetables and canned goods that they were going to throw away (one day past its so-called expiration date) out in a separate area at closing time, NOT in the damn dumpster.

Yeah, right. A person who goes to bed hungry is REALLY likely to sue if there happens to be a microscopic hole in a free bag of food. Anyone who has ever served in the military, or been overseas, would wonder how stupid you have to be to even come up with that idea.

And, hello, there's no such thing as a place too small to plant a radish. (Baked radishes are like nutritious popcorn.) You can live perfectly well on what you can grow in a window box.

Health care is a legitimate crisis. Food is not.

People who have to "skip a meal" need to start looking at what they're spending money on. Maybe cutting out the beer and cigarettes.

Obesity is not a sign of lack of food.

Illegal aliens pick the fruits and vegetables you eat. They make the hotel beds you lie in and sew the jeans you wear. They are abused and exploited, but they come here because AmeriKKKa has taken advantage of poor Third World countries, through arrangements like NAFTA which destroyed Mexican farmers, for years.
It is heartbreaking to read the ugly, vicious, racist comments that people post. Americans are really brainwashed about what is going on in this world. People here are spoiled, selfish and arrogant. "The Ugly American" still exists, and is the reason why THE REST OF THE WORLD HATES US. They don't "hate us for our democracy," they hate us because we are oppressing them. Their children go hungry, even when they work at menial jobs no American would do, and then we have the gall to say they are lazy.
It is WE who are lazy. That is why, if it wasn't an inside job (by the Bush-Cheney Regime and the Mossad), that we were bombed on 911, and that is why people are fighting us when our imperialist armies try to grab their oil in Iraq, and Libya, and that is why they will keep fighting us until our aggression against them ends.
