GUAYNABO, Puerto Rico -- A report released by the U.S. Justice Department concluded that the Puerto Rico Police Department has committed systematic violations of civil rights, reports Primera Hora.

The findings confirm what many have alleged -- that the police have abused their power and attempted to suppress the constitutional right to freedom of speech. It also found a pattern of illegal searches, planting evidence, unwarrented arrests, and even the killing of civilians who did not appear to represent a "significant threat."
