        <![CDATA[<br />NEW YORK &mdash; The 11th annual Ippies Awards once again delivered on its promise:  honor the ethnic and community media in the New York area and give them prizes for excellent stories reported in both English and other languages.<br /><br />In a ceremony held at the CUNY Graduate School of Journalism&rsquo;s Center for Community and Ethnic Media March 28 and attended by about 150 people, this year&rsquo;s big winners included a Chinese-language daily, a community online site that focuses on NYC&rsquo;s five boroughs, a Polish-language weekly, and an African-American magazine.<br /><br />Since 2002, the Ippies Awards have been a tool to strengthen the New York&rsquo;s ethnic media through collaboration among the sector. They also serve to draw the mainstream media&rsquo;s attention about issues critical to ethnic and minority communities.<br /><br />&ldquo;Awards are a valediction of what you [journalists] do,&rdquo; said Garry Pierre-Pierre, executive director of CUNY&rsquo;s Center for Community and Ethnic Media, via e-mail a day before the ceremony. &ldquo;The ethnic media has few places where its work is recognized, so what the Ippies do is to provide a platform for people to see the great work being published by these publications. The mainstream media take notice, and the journalists from the ethnic publications get energized and want to do better.&rdquo;<br /><br />Pierre-Pierre observed that the future of ethnic media &ldquo;is bright but challenging,&rdquo; and it was important to make them profitable.  He said he believed the web and mobile platforms could help achieve that.<br />Keynote speaker S. Mitra Kalita, the ideas editor at Quartz, a global economy startup of the Atlantic Media, lamented that newsrooms continue to be predominantly white.<br /><br />&ldquo;While your model (of news) and mine have come much closer together,&rdquo; she told the ethnic media practitioners in the audience, &ldquo;the composition of newsrooms today remains abysmally white. I argue it's actually gotten worse than when I entered journalism.&rdquo;<br /><br />About 93 percent of front-page articles on the 2012 presidential election were written by white reporters, Kalita said noting that &ldquo;the American Society of Newspaper Editors says minority representation in newsrooms peaked in 2006 to about 14 percent, but it has fallen every year since then.&quot;<br /><br />For this year&rsquo;s Ippie Awards, there were 183 entries from 56 publications, including from freelancers, according to Jehangir Khattak, awards coordinator. Judges were drawn from the faculty and adjunct professors at the CUNY Graduate School of Journalism, as well as there were some professional journalists.<br /><br />For senior reporter Rong Xiaoqing of Sing Tao Daily, who is one of this year&rsquo;s winners, &ldquo;The Ippies help promote our work to the broader society and boost our self-esteem by assuring us that our work matters.         <![CDATA[<br />SAN FRANCISCO&mdash;California is at a critical juncture in potentially overhauling what many agree is the state's &ldquo;overly complex&quot; and &ldquo;inequitably distributed&rdquo; public school funding system, said education experts at a recent ethnic media briefing organized by New America Media.<br /><br />That system, blamed for many of the glaring funding inequities and achievement gaps that have plagued the state for decades, could soon be replaced by a drastically pared down approach first proposed by Gov. Jerry Brown in January. <br /><br />His proposal, known as the Local Control Funding Formula, would put more dollars in the hands of districts with higher numbers of needier students. It would also do away with many of the restricted funding streams now in place, leaving it to local school boards and administrators to decide how these new funds are spent. <br /><br /><a href="http://newamericamedia.org/nam_briefing1.jpg"> <img alt="LCFF Briefing Audience" width="400" height="266" class="mt-image-center" src="http://newamericamedia.org/assets_c/2013/03/nam_briefing1-thumb-3888x2592-1355.jpg" />&nbsp;<br /></a><br />On Wednesday, over 30 ethnic media journalists, student reporters and advocates from across the Bay Area gathered into the San Francisco offices of New America Media , looking to inform their communities about what some are calling the biggest change to school finance since passage of Prop 13 in 1978 .<br /><br />LCFF, formerly known as the Weighed Pupil Formula, is a fundamental reform of the current education finance system, said Jonathan Kaplan, Senior Policy Analyst with <a href="http://www.cbp.org/">California Budget Project</a>.<br /><br />&ldquo;California&rsquo;s [current] education finance system is broken, it doesn&rsquo;t work, even experts find it difficult to understand, &ldquo; said Kaplan, who has spent over half a decade studying the K-12 funding system. By including this in his January budget proposal, the governor is looking to make the system &quot;more transparent, more rational and more equitable,&quot; he added.<br /><br />According to Kaplan, full implementation will happen over a 7-year period. During that time, dollars now tied up in a dozen or more special-purposed categorical programs will be redirected to school districts according to socio-economic and other needs. <br /><br />Federal funds, such as special education and school nutrition programs, and the state&rsquo;s TIIBG (Targeted Instructional Improvement Block Grant), home-to-school transportation, and preschool funding will be kept in place.<br /><br />Under the three-layered formula, each district in California will receive a base grant of about $6800 per student when fully funded. Low income students, English learners and foster youth will also receive a supplemental grant of 35 percent on top of the base grant (equal to $2,385). Districts where these students comprise 50 percent or more of the population will receive another 35 percent as a concentration grant. <br /><br />Arun Ramanathan, Executive Director of <a href="http://www.edtrust.org/west">Ed Trust-West</a>, an education civil rights organization that aims to close the achievement gap among Californians, is an avowed supporter of the formula.<br /><br /><a href="http://newamericamedia.org/nam_briefing.jpg"> <img alt="LCFF Briefing Speakers" width="400" height="266" class="mt-image-center" src="http://newamericamedia.org/assets_c/2013/03/nam_briefing-thumb-3888x2592-1357.jpg" />&nbsp;<br /></a><br />&ldquo;These moments only happen every decade or so,&rdquo; said Ramanthan, pointing to the convergence of a number of factors that make passage of the LCFF a distinct reality. These include the absences of a budget crisis and a looming election cycle, as well as the presence of an interested governor and legislature.<br /><br />That last piece, notes Ramanathan, is rare. He said by pushing for the LCFF, Brown has all but acknowledged that California's current funding system is inequitable, something that could open the state to potential lawsuits. <br /><br />Ramanathan also stressed the lasting impact that passage of LCFF could have. &ldquo;[State] Superintendents appear and disappear every three years for the most part,&quot; he explained. &quot;What they do typically does not have a whole lot of staying power, but what the state does has a tremendous amount.&quot; <br /><br />As an example, he pointed to the creation of the state's current accountability system under then Gov. Gray Davis in 2000. That system, part of which includes the <a href="http://www.cde.ca.gov/ta/ac/ap">Academic Performance Index</a> (API), is now a firmly entrenched feature of public schools in California. <br /><br />Critics of the formula say that for some districts inequities will remain.<br /><br />Under its &quot;hold harmless provision,&quot; no district will receive less than what it gets this year in terms of state dollars, though districts with fewer disadvantaged kids will see a slower increase in their funding during the phase-in period. And even though spending per student increases in every district once the plan is fully implemented, some are estimated to receive less per pupil than districts at comparable funding levels today. <br /><br />Both Ramanathan and Kaplan agree that the formula as it stands now isn't perfect, noting they would like to see stronger accountability measures put into the language of the formula so as to ensure that districts put the added funds to their intended purposes. <br /><br /><a href="http://www.edsource.org/today/#.UUJwD4WaMy4">EdSource Today</a> writer and editor John Fensterwald agreed that accountability is among the biggest concerns with the proposal. But he also highlighted the fact that under Brown's proposal, parents and community members are going to have to become more involved in the district's decision making process. <br /><br />&ldquo;If you are going to do things on a district level and there aren&rsquo;t going to be plans on an individual school site level, that&rsquo;s going to require parents to be very active and very vigilant,&rdquo; he said. <br /><br />Under the LCFF, funds are calculated by district instead of at the school site level, Fensterwald explained. Which means that a lot of the spending decisions will be made by local school board members, and that is where the advocacy of parents and community groups becomes critical.<br /><br />The LCFF is currently under examination in the legislature. A revised budget will be released on May 15.<br /><br />&quot;Essentially, we're looking at a two-month period,&quot; stressed Ramanathan, the time frame in which parents and community members can weigh in to have their voices heard by their representatives on this issue. <br /><br />The next Assembly budget subcommittee hearing will be on April 19, in Sacramento. The state budget will be finalized on June 30. <br />]]>

Winning projects can be seen at the <a href="http://www.whysodasucks.com/">Why Soda Sucks </a>website.</i> <br /><br /><i>Image: First prize winner in the poster category, &quot;Don't Become a Sugar Zombie,&quot; by Harley Ray Weir.</i><br /><br />SAN FRANCISCO -- This year, an image of R&amp;B superstar Beyonc&eacute;&rsquo;s face will appear on limited-edition cans of Pepsi, part of a $50 million ad campaign that will include TV commercials and life-size Beyonc&eacute; cutouts in supermarkets across the country.<br /><br />In a statement, the singer, who is scheduled to perform the Star Spangled Banner at President Obama&rsquo;s inauguration on Monday, referred to Pepsi as a &ldquo;lifestyle brand&rdquo; that she could work with &ldquo;without sacrificing [her] creativity.&rdquo;<br /><br />But while health experts and youth advocates have blasted the artist for what they say is essentially an endorsement for childhood obesity, young adults in the Bay Area are firing back with their own campaign. <br /><br />Employing a combination of art, video and song, these youth are sending a message to their peers and to the soda companies, one promoting lifestyles that don&rsquo;t cause obesity, type 2 diabetes, and heart disease. <br /><br />The Soda Sucks campaign, in a contest sponsored by New America Media, asks young people to create &ldquo;anti-ads&rdquo; showing that sugary drinks are harmful. Along with other organizations like Kick the Can and Dunk the Junk, Soda Sucks has become a clearinghouse for the youth perspective on soda marketing. <br /><br />&ldquo;This is their opportunity to advertise back to marketers, because teenagers are so targeted by soda companies. Soda is barely even food and kids are bombarded with marketing for it,&rdquo; says Allen Meyer, the campaign director of Soda Sucks. <br /><br />Almost one-third of young Americans between the ages of 2 and 19 are overweight. There is overwhelming evidence that this is due in large part to our sugar habit &ndash; and soda and juice account for one-third of our excess sugar consumption. Over 60 percent of young people between the ages of 12 and 17 drink at least one sweetened beverage every day.<br /><br />&ldquo;There&rsquo;s an enormous amount of marketing promoting it as a normal part of life. There&rsquo;s a pervasiveness to it &ndash; soda is everywhere, all the time,&rdquo; says Meyer. <br /><br />Troy Reinhard, 19, won $1000 for his video submission, &ldquo;Drinkin That Water.&rdquo; He learned about the contest through his involvement with Y-Projects, a youth-run recording studio at the Shih Yu-Lang Central YMCA in San Francisco&rsquo;s Tenderloin neighborhood. Reinhard, a native of San Francisco, currently attends Berkeley City College.<br /><br />Discussing the humor in his video, he says, &ldquo;I thought if I could be funny and entertaining I might be more likely to reach young people.&rdquo; <br /><br />Reinhard, who worked with the Boys &amp; Girls Club when he was in high school, says he knew kids at the club who had diabetes. &ldquo;I don&rsquo;t like seeing young people getting sick like that,&rdquo; he says. <br /><br />Excess sugar consumption has been found to trigger metabolic syndrome, the primary risk factor for type 2 diabetes and heart disease. Diabetes treatment now accounts for $1 out of every $10 spent on health care in the United States. <br /><br />&ldquo;I hope the video submissions end up making it into other youth programs and into schools so that they can be shown in health ed classes. YouTube only goes so far, and it would be good to show them in schools, where they might be more effective,&rdquo; says Reinhard. <br /><br />Reinhard used to drink soda &ldquo;all the time,&rdquo; but now he&rsquo;s down to having it once or twice a month. <br /><br />Maurice Clark and Jonathan Hall (aka ITZ Mainey) won second place for their video submission, &ldquo;Cup Full of H2O.&rdquo; They learned about the contest through Youth UpRising, a neighborhood center in East Oakland. <br /><br />&ldquo;We&rsquo;re just showing kids the cause of these health problems,&rdquo; says Clark, who now does visual design work for Youth UpRising. &ldquo;Even if the soda is &lsquo;diet,&rsquo; it&rsquo;s not good for you.&rdquo;<br /><br />Harley Weir, 18, won first place in the poster category. Weir currently attends College of the Desert in the Coachella Valley, and hopes to become a concept artist in the video game industry.<br /><br />&ldquo;I have always felt at least a little unnerved by the heavy emphasis on advertising unhealthy products to very young people by these large corporations,&rdquo; he says. <br /><br />Explaining his illustration, Weir says, &ldquo;The man in the tuxedo is offering the children a soda, which is represented here by the lifelong dependency and unhealthiness that can result from this seemingly innocent habit &ndash; the &lsquo;sugar zombies,&rsquo; as I have named them.&rdquo;<br /><br />Juan Saenz-Arechiga won second place in the poster category. <br /><br />The campaign comes as the national debate around soda and its ties to obesity and other health-related problems continues to grab headlines. In November, voters in Richmond, Calif. Rejected a bill that would have imposed a sales tax on sugar sweetened beverages. That came on the heels of a ban on oversized sodas in New York by Mayor Michael Bloomberg.<br /><br />Meyer says he hopes the Soda Sucks campaign, like these other efforts, will help to alter young people&rsquo;s behavior. &ldquo;Kids are drinking soda in place of water. A can of soda is cheaper than bottled water at the corner store. That&rsquo;s madness,&rdquo; he says. <br /><br />Adjusted for inflation, the price of sugary drinks has dropped since the 1980s, whereas the cost of fresh fruit and vegetables has risen. Additionally, the influence of soda companies disproportionately affects lower-income communities, which have higher concentrations of convenience stores and fast-food restaurants than higher-income areas. <br /><br />But while stars may not stop pushing soda for companies like Pepsi anytime soon, young people are presenting their peers with alternatives. <br /><br />&ldquo;Soda companies don&rsquo;t just use ads &ndash; they sponsor extreme sports, they get involved in the culture and permeate people&rsquo;s lives. Soda Sucks doesn&rsquo;t have a multimillion dollar budget, but it&rsquo;s a way of using the same tactics to get people involved,&rdquo; says Meyer.<br />]]>

Award categories include Outstanding Hyperlocal Report/Feature; Outstanding Investigative/In-Depth Story; Outstanding Community Reporting - For Radio and For Television; and Outstanding Community Blogger, among others.
